Titles aren't required for small trailers here, you lose the certificate of origin when you first register a new trailer, from then on the only paperwork you have is the registration card. I've owned over 30 boat trailers, so far only two came to me with either an original certificate of origin or title. Neither trailer had any paperwork so the state here also assigned a new number. Both decals were on the front outer side of the left frame rail.
I had two here that had foil decals with all the trailer info and vin on them.
